The farmers, Ballard related, will continue their demands for farm legislation. While in existence, he said, that AAA brought farm p u r chasing power up at least 48 per cent. However, he said that he could not tell which of three ele m ents brought this about T hn three e le m e n ts i n c l u d e d t h e drought, natural recovery and re duction of crop surpluses through the AAA program. Ballard spoke also of natural ad justm ent which is taking place ail th e tim e through n atural economic laws. Oregon, he said, was drop ping out of competition in apples and prunes because of the cost of transportation and substituting seed crops, canning crops and nuts, all of which are either not in na tional competition or can be pro duced cheaper here than else where. He cited the canning industry and declared that Oregon was bid ding for the canning center of the United States, taking the lead away from Michigan because of th e cheaper production and better grade of produce. Of the new plan, now being in troduced, Ballard said that it was as good as any yet offered, leav ing the possible inference that a b etter plan m ight be suggested later. He said th a t the plan was 1 handicapped by being introduced J at a tim e when politics was up- i perm ost in every mind. He explained th e plan by say- • ing th at it was a bonus being * paid for w hat am ounted to good. p sound, farm practice. Of farm life he said th a t the a bulk of the population was com ing from the farm, as statistics 1 ehow th at 10 families in the city ? are rearing only seven children a w hile in the country, 10 families ° will rear 13. Farm ing is not a business, he said, but a mode of life. He declared th a t the farm ers F Were well organized and that they v w ere well aw are of the fact that s for a long tim e they had been s buying in a protected m arket and lolling in world competition. They I will demand some adjustm ent in this m atter, he suggested. W. F Cyrus, county agent, acted as chairm an of the meeting, in troducing the speaker.
